The display code would be easy, the problem would be making the c64 aware of the extra columns.

You'd need to disable the code that broke 80 column lines into two 40 column lines etc.

There is only a very limited circumstance where this would be usable.

I wonder what was special about the software he needed to run that it would work in a c64 where the rom had been copied to ram and the text screen was remapped, but wouldn't work in c128 mode.

The loss of 1764 basic bytes is weird.
