There is no universally correct way to deal with it.

Customers have no idea what they really want and very little grasp of 
what they need.

If you deliver a product that revolutionizes the customers world, then 
what they do will change completely.

You need individually controlled motors so that users can swap disks on 
idle drives, while other drives are busy.
