If the picture is bad, I suggest you make sure the 5V power line is
good (i.e. the correct voltage and no hum/noise).

If the picture is good and noise but no square wave tones work, it's
most likely a fault within the VIC chip.

I'd try to reseat it first, just to be totally sure, even though
oxidation would most likely affect the picture too.


If it's a VIC 20 CR, i.e. with the 7-pin DIN connector C64 style power
supply, I suggest that you don't use the standard power supply as those
tend to fail in a way that can damage the computer.
