Actually I was obviously mixing up runs of 1's & 0's.

MFM reduces the number of sequential 1's, which is more important than 
the number of sequential 0's in ancient floppy disk hardware.

I thought it was obvious when I say 2 transitions, that it's the space 
for two transitions. The lack of a transition takes the same space as a 
transition.
