At our secondary school (from '79 or a bit earlier, but I got there in
1979) we had 3 PETs, 2 old-ROMs and 1 new-ROM model. I think that was
actually an older one (it had the blue trim around the CRT and a
cassette recorder that you had to open by pulling up the cover) with
replaced ROMs.

But that was not any specific initiative from Commodore or their
importer. It was all one of the teachers who had computers as a hobby
and wanted to share the fun.
