I think they design the form factor for both and go off and make them 
and make changes as necessary. It's quite expensive to make moulds, so 
you would try to get it right first time.

If they were on a tight time budget then they might have gone with a 
chopped down c65 case.

However I wonder if like the c128 & plastic c128d, the c65 with and 
without a floppy drive may always have been a thing & they had some 
cases spare for this.

It's weird the board for this is so much different to the c65 though.
