Yes, they are. Basically the last one has some bugs of the earlier ones corrected but one can still use the older ones if she misses for example POKE'ing colour RAM along with every SCREEN POKE ;-)

True. CBM was known to load whatever they had at hand into their machines. So some newer boards may still have older chips. Except the narrow boards, that is...
