What bad things?

Figure 7 on page 7 of the data sheet suggests that when RTS is high then 
something happens to transmission.

Half duplex uses RTS to mean "I'm ready to send" (hence the name), full 
duplex uses RTS to mean "I'm ready to receive".

The 6551 may have been designed for half duplex.
