Figure 7 on page 7 of the data sheet suggests that when RTS is high then something happens to transmission. http://archive.6502.org/datasheets/mos_6551_acia.pdf Half duplex uses RTS to mean "I'm ready to send" (hence the name), full duplex uses RTS to mean "I'm ready to receive".
