It's valid for non stock hardware.

No matter what other signal you hook up to the NMI line, the CIA will 
block any attempt to trigger an NMI until it's acknowledged.

Unless you do something evil like the ESM circuit, where the CPU is 
fooled into thinking the line has gone high & so it will see the 
transition back to low as the sign to fetch the NMI vector.
