I doubt it. I think someone wrote to Bil Herd complaining when the plus 
4 had a machine code monitor added and said something along the lines of 
"you've made piracy really easy" & he claimed to write back saying "thanks".

C64 autoboot cartridges start in C64 mode, because they need to autoboot 
and they won't work in C128 mode.

If the z80 detects the commodore key, then it puts it straight into c64 
mode & doesn't repeat the check.

It might just be left over, or they may have wanted to keep z80 and 8502 
soft resets consistent.
