It's not generally called emulation when they do it, because they have 
the right to make something different but slap the name on it. The same 
reasoning as https://en.wikipedia.org/wiki/Ship_of_Theseus

The owners of Theseus can replace everything, but it's still the ship of 
Theseus. You can't get materials from the same place and build a ship of 
Theseus.

The Sony PlayStation 2 is described as backward compatible with the Sony 
PlayStation, even though it's doing a software translation of GPU draw 
lists on every model and they use an interpreter for the PlayStations 
LR33000 derivative CPU on the later model slims.

The early Sony PlayStation 3 that is backward compatible with Sony 
Playstation 2 games also uses an software interpreter for the LR33000 
derivative CPU, they also did a cost reduced version which used an 
interpreter for the Emotion Engine.
