Of course it would normally be turned off. The only reason to turn it
on is to be able to read/write $0/$1 which is only usable for 6509
software that work together with the 8088 card, or maybe use all memory
available to VIC-II in a P500. I assume that the 6509 code for the 8088
card would normally go in the small free ram in bank 15.
