Sounds like a lot of probably unnecessary replacements...

Diodes are almost always either open or OK; easy to test, as is L701 so why replace if they test OK?

Why not temporarily cut the trace leading from the VR output to the rest of the board including L701 and see if you have 12V on the VR output; you may be wasting time on the power supply when the real issue may be something else shutting it down.
