Have an independent boot rom and use one of the other 0/1 io pins to 
control whether that is on or off.

Then you just need something to check if a15/a14/a13/a12 & the i/o pin 
is set (whichever way it comes out of reset) and the cpu is reading then 
enable the bootrom and shutoff the motherboard.

You can leave the boot rom enable for doing most tests, but obviously 
when it comes to testing the addresses under the rom then you would then 
copy the code to ram and switch off the bootrom.
