It was announced in may 1982 and went for sale in january 1983

They showed it connected to an atari 400 playing missile command, but I 
can't find anything on how it was hooked up and whether they sold the 
interface.

Still earlier than I was expecting, but I do remember optical mice in 
the 90's with those silly pads. The modern ones are amazing, you can use 
them on your trousers or hold it floating above the desk or use your 
finger to move it.
