FWIW this is essentially how the PAL TurboGraphx consoles worked, they 
used the NTSC PC-Engine/TurboGrafx video chip with another chip that 
clock stretched the video/sound chip outside the visible area to add the 
extra scan lines. That seemed to work out reasonably well.
