  No - the 9V floats. (on the 250407 at least) the bridge rectifier CR4 for the secondary 5V supply (which runs from the 9VAC supply) already has a ground reference, and I didn't think it a good idea to have a second.\

       I didn't see much detail about the 9VAC; is one side common with the 5VDC ground?

        FWIW, I in a short 1 evening project gutted and repopulated a C64 PSU with a modern switchmode supply, and it was an unqualified success.
