Nope. A CBM has two banks of 4116s. So we can end up with two banks of 41256s = 512 KB.

I have to study it how it works. 

In the 80's I built an expansion published in the German magazine 64'er. It used two bits to select the wanted bank and, IIRC, three bits to select the size of the common area. I will look for the article and give some more details.
