I'm using a TL866A

works find for me on my windows 10 pro 64bits...  I'm programming 
mostly  lattice 22V10D or 16V8D
drivers for: win2000/xp/2003/2008/VISAT/win7/win8/WIN10

you can find several packages on ebay  TL866CS ant TL866A  (has ICSP)
