You could try creating a board that plugs into the 6703 socket that 
contains a c64 PLA strapped for ultimax mode,a CD4066 and some glue 
logic, whether it will meet the timing requirements is another matter.

The max and the c64 have about as much in common hardware wise as the 
P500. Designed by different people & the max uses the static ram version 
of the vic.
