It might be just a copy... The Oceanic 168 I have use the same ROM as 
the 1541-II, it just doesn't have a MOS-Logo on it. I use an original 
1541-II ROM in one of them now.

The OC168 doesn't use the gate array, it's all TTL, very likely the same 
circuit or a derivative from the one used on the 1541 with the long board.
