Though I've done a number of PCBs with KiCAD, they were all double layer boards only, no four layer boards so far. So I unfortunately can't give you any advise here.

However I was wondering why you would want to use a four layer board for such a kind of PCB?

Using a double layer board should do the job and would keep the costs low(er) and... of course it wouldn't automatically connect your VCC pins to a power layer ;-)
