The VIC has nothing to do with the RESET signal. It doesn't even have a 
RESET pin. The timing of the RESET signal it controlled by one side of 
the 556 timer and a few resistors and capacitors. If it takes too long 
for your taste you will have to replace a resistor with a smaller value.
