Who would voluntarily use Windows? :)

That said, the MinGW cross-compiler is available in Debian. It could do 
the trick. I used that for compiling some of my open-source tools for 
Windows several years ago. I also installed MinGW on Windows XP, though, 
to be able to debug issues more quickly.

Nowadays you could also get a compiler from Microsoft free of cost, 
AFAIU. That would probably be without any graphical user interface.
