Maybe it goes to the vic 20 joystick port?

If you draw a schematic it might be possible to figure out.

Subject: VIC-20 IF BOARD

Hallo allemaal,

I found a card that converts ??? to centronics. The text on it:
VIC-20 IF BOARD by the firm FICOM, made in Finland.
The input is a 9-pins male D-connector. It isn't RS-232, some of it
pins lead directly to a 8255 and the outputs of a 7405 OC-buffer.

Familiar to anyone?
