I'd always thought that was by international agreement and not specifically
the lack of will and laziness of the US and its people...

So, what language should international aviation use to avoid the problems
that can be traced to that issue?

Seems to me that day-to-day many of the average persons in Europe are far
more affected by what Brussels and the German government decide is 'the best
way' than the USA.
