This is a machine language monitor.

Looks like Basic Aid. A RAM version is probably available from Funet,
and it may include some short help text. It is a Basic extension that
helps with programming. If I recall correctly, it includes scrolling up
and down through your Basic listing, a pretty amazing trick the first
time I saw it. Later that became pretty standard in machine language
monitors (scrolling back and forth through disassembly).
