Nope.  The boxes serve two different purposes.  The box that came with the 
VIC-20 is an actual RF modulator that converts the composite video coming 
from the VIC-20 into an RF signal for the TV.  The box that came with the 
64 is just a switchbox.  The RF modulator in the 64 is actually on the 
motherboard.

You can, however, get RF modulators at stores like Radio Shack.  Just plug 
a standard monitor cable into the VIC and the cable into the modulator and 
the modulator into the TV.  Be sure they don't sell you one with a 
Playstation connector or something of the sort on it though. :)
