Adding my 2 cents....
On the standard desktop PC, be sure to move the slide switch at the rear
of the power supply, so the PC will know that it is getting 220-230
volts.
My Toshiba laptop does not have this switch. I seem to recall that you
can feed the Toshiba any electricity, and it will "sense" what it is
being fed, and use it properly. I am not 100% certain of this, however.
