You may want to take a look at the Godil board - it's a Spartan 3E-250
or -500 with level converters on a board that can directly plug into a
40-pin DIL socket. The VCC and GND pins are configured by jumper, so you
can in theory plug it into the socket of any (digital) 40-pin DIL chip.
It needs an external JTAG programmer, the board has a standard Xilinx
2mm pitch JTAG header on it.

The -500 version is large enough to run an FPGA conversion of the
visual6502 node list, so a "hand-implemented" 6502 should fit in there
without problems. I'm not sure about the gate count equivalents.
