You need some address space where the Flash ROM is visible for writes. CHAROM cannot be used because it has 4kB address space - you lose one address line. KERNAL cannot be used (so far) because of the spurious pulses on the CS line. These result in spurious pulses on the Flash WE line, which mess up with the magic write sequences.
