I am building exactly that right now, though I have very limited free
time at the moment...

It has a 39F040 chip and a custom circuitry programmed in a CPLD. It
allows selecting a bank for KERNAL and separately for BASIC/CHAR/extra
ROM at $D600-$D7EF. It allows to reprogram the Flash from C64 side.

It is working right now but requires access to the BASIC ROM for
reprogramming, thus making it incompatible with cartridges. I need to
make it use KERNAL address space for reprogramming, but this requires
coping with the 50ns spikes on the KERNAL select line I was describing.
Thus it needs changes to the PCB and CPLD.
