To be able to implement it one needs the documented source codes. Second best is having the ROMs and the source listings on paper. That enables one to create the needed sources codes yourself. Provide the two items and we could do business. Third option: create the source codes from scratch. But that will then be only your party :)

In case of BASIC 7.0 ROMs and listings are available. So that can have a go. 

I also accidently found the CA65 based sources of G-Pascal. That could serve as a base for a Pascal interpreter/compiler. But being a Pascal man, I realise too well that C is more wider spread. So I don't mind to work on a C version. But I have no knowledge at all if there exists a C version for the C64 of which the source codes/listings are available as well. I'm not unfamiliar with C so I could give that at least a try as well.
On second thought, maybe the G-Pascal code can be used as base for a C version?
