Hi Steve,
I took a look at your new schematics. You use a 74LS04 to invert the 
signals. Just one suggestion:
A inverter for the sync signals is already present on the mainboard 
(UC2, jumper 2+3), but since there is no inverter for the video signal, 
I also installed inverters to my prototype board. Instead of a 04 I used 
a 86 with jumpers in the way commodore used it  to invert the signals. 
This is more flexible since it allows to switch polarity depending on 
what monitor is used.
