Maybe, that "&" feature was designed for cartridges.  Maybe, it is why 
cartridges are required to have their own reset initiation code -- so that 
they could make a drive load some start-up reprogramming code.  But, nobody 
exploited it.  So, CBM took it out of the drive firmware because of the 
race condition that you mentioned.
