Hm, the source mentions a Q-Basic version in 1994, ported to Nimbus Apple 
Basic in 1996 and then converted to Inform in 1998. It quite doesn't say 
whether or not Julian Fleetwood was the creator of the first version, and if 
the inspiration came from a much older BASIC program, either for CBM/PET or 
some other system.

However it says it was inspired by Terry Pratchett's book Only You Can Save 
Mankind from 1992. Unless Pratchett (born 1948) had a PET in his 30's and 
came across a such game that he eventually based a book on some 10-15 years 
later, it seems a bit unlikely or at least a coincidence if someone back in 
the days would have made a such joke game.
