Hi Rob,
take a look at 8296d diagnostic.prg, included in
http://www.zimmers.net/anonftp/pub/cbm/demodisks/pet/8296d-systemdisk.d82.gz
The floppy rpm test, a floppy belt test and format/read/write tests are 
included.
It runs also on a 8032, unless you choose to run the 'production test', 
which will start the 8296 burn in test.
