I think it, too. But we need the complete netlist. There are some unknown lines under the ics.

On my pictures this must be a 74LS258!

U10: Socket to UC9 on 8296 board

U12: Socket to JU1 to JU7 on 8296 board
U13: 74LS02

That goes in the same orientation to JU1 to JU7 on the 8296 board!
