JP301 allows you to have another Kernal image in the EPROM. That way you 
are able to fully use the 27C256:

1 BASIC,
2 KERNAL
2 Char-ROM

If JP301 is set, _KERNAL going low means that A13 and A14 of the EPROM 
will go LOW. If JP301 is not set, A13 will be HIGH and A14 will be low 
when _KERNAL goes low.
