For at least two reasons. One is that I want to use as much of a "standard", [most] easily available parts as possible so that having schematics and access to "standard" or "common" parts is enough to build it. Another one is cost of the chip (few times that of a LS) and additional cost on programmer/programming. Last but not least: because I never did anything with PALs/GALs ;-)

But - in fact - the first two are more important.
