That would be a bad idea. Most chips don't like it if the voltage on the 
signal pins is above the supply voltage (look under 'maximum ratings' in 
the data sheet). That can have all kinds of undesirable effects 
including destroying the chip.

I give you that it works most of the time anyways. But 'works most of 
the time' is not a valid state for digital logic. ;)
