I'm not sure one eprom will do. There are three 8k slots (banks) on a single cartridge and a separate chip select for each. So you would have to allocate 24k for each rom "set", or add additional logic to select which bank you want the 8k rom to appear in. But then you'd be limited to 8k. I think you would need 3 eproms so you could individually select the rom for each 8k bank.

Alternately, you could make a cartridge with 24k ram and the ability to map in rom, or just copy rom to ram somehow.
