I use CUPL. This is a DOS program but works fine: I used it to replace a PAL on a XT board with a GAL so I could add an extra 128 MB of DRAM, by replacing 4164s by 41256s, to be used as UMB RAM. Worked great!
There is a Windows version AFAIK, WinCUPL, but I haven't any experience with it.

If interested, send me a PM and I put it on my site as a download.
