C720 Power Supply Problems

Goode evening chaps,

So, having got the 610 working, I decided to tackle the 720. Originally 
acquired without CPU, PLA or 6526, Ruud was kind enough to let me have a 
good 6509, I got one of Jens' Super PLA's and a stock 6526 - all of 
which I have proved good in the 610.

I took the PSU out of the 720 to try on the 610. The original 610 PSU 
gives a rock solid 5.01v under load but the 720 PSU is only putting out 
4.49v on the 5v rail and 13.8v on the 12V rail. It's enough for the 610 
to boot but it's certainly not healthy so it was quickly unplugged.

I don't any experience of old switching PSU's, is there any hope for it? 
Could a new set of capacitors resurrect it or is there something else I 
can try?
