I think they just swap D1 & D2, so effectively it just swaps the
external over. I'm guessing the layout guy couldn't remember which one
was meant to be which so hedged his bets. :-)

Especially since you can't swap them, the 4 directions are the same on
both ports, but the fire buttons are not.
