Doesn't the C65 boot up in 64 mode? If I remember the documentation 
correctly, the KERNAL would do some VIC-III "register knocking" to 
switch to the C65 mode.

This would suggest that the second SID is available in the 64 mode, at 
least in some way. In the 128, the 64 mode is different, as you cannot 
switch back without asserting the RESET signal.
