The 6569R1 can be replaced with a 6569R3 without problems. It is also 
advisable since it should produce a better picture (more luminance 
levels) than the R1. If you have a C64 handy, you should be able to 
borrow a VIC-II from there to see if that helps. A 6569R5 can be used 
too, but the HMOS-II Versions (8565R2?) can't!

Before you continue check if the +12V supply for the VIC-II is OK, it's 
pin 13 if you want to measure directly at the chip.
