So, did the Commodore Assembler Development Package work for ya?

It is:

"Appropriate for use with:
Series 2001 Computers
Series 3000 Computers
Series 8000 Computers
Model 2040 Floppy
Model 8050 Floppy"

The package contains both 16K and 32K versions; isn't a 4016 identical to a 3016, except perhaps for the BASIC version.

If no one else steps up I've got the disk but am not set up for making an
image at the moment, although I might be able to archive individual files; I
gave the manual to Steve G to scan & archive, maybe he'll see this and post
'em if he hasn't already done so.
