Thanks for your insight. Unfortunately the non working board uses the 2316 masked ROM's and the other one uses the 6540's, so I can't swap them. Fortunately I was able to burn a 2716 and confirm that the original 2316 is dead (FF FF FF...). 

So now I have a screen of random and slightly deformed characters (seems like the same or similar character layout on each start up though), with a pixel flicker through them. I've put pics and a short video up on the same page here:

Strangely enough, just as I pull the power I can see all the characters perfectly for a faction of a second. I've tried to show that in the video.

I still haven't tested D0 on the character ROM to see if it's stuck high. Should I still do this, or does it look like that particular issue has gone now?
