Take a look at the Acknowledgements chapter in the VICE manual:

Olaf is mentioned as one of the external contributors, i.e., not part
of the core team but still a copyright holder of the parts he
contributed.

Anyway, that's not the issue. What Olaf is getting at is that the
company selling this package seems to be violating the terms of the
GPL license (which VICE is released under) by not offering to provide
the source.
